Government Investment Props Up Bulk Billing Figures

AMA Vice President, Dr Mukesh Haikerwal, said today that GP bulk billing rates have risen by 1.1 percentage points in the September quarter on the back of a targeted funding investment by the Government.

Dr Haikerwal said the bulk billing incentives of $5.00 and $7.50, based on geography and not patient need, have led to the increase.

"It has seen access to bulk billing grow for some patients in some areas for this quarter and the previous two quarters," Dr Haikerwal said.

"And now that the Government's election promises will inject a further $500 million into Medicare patient rebates from 1 January, it is inevitable that the rate will be maintained and possibly rise further.

"The Government has directed almost a billion dollars towards propping up bulk billing so it is no surprise to see the overall figure climbing over the year.

"Bulk billing figures are not a measure of the success of the health system, and the Government's policy will release GPs from the shackles of compulsory bulk billing in the New Year.

"Under the Government's 100% Medicare package, from 1 January patients will receive higher rebates regardless of whether the GP bulk bills or not - a move welcomed by the AMA.

"Many GPs who bulk bill more patients as a result of the $5.00 and $7.50 incentives currently available will no doubt continue to bulk bill after 1 January because of the new incentives.

"If Australian patients are to have access to quality affordable GP services over the longer term, further regular Government investment will be needed and medical workforce shortages must be addressed.

"The Government must look at indexation and Medicare rebate structures that properly reflect 21st century general practice.

"Adopting a 7-tier GP consultation item would be a good start," Dr Haikerwal said.
