MOCA 6: A step in the right direction for RMOs

The CDT Industrial Relations Special Interest Group (IR-SIG), a leading voice in RMO industrial relations advocacy, is calling on members to vote yes for the Queensland Health MOCA 6 package. The deadline for voting is this weekend at 5pm (AEST) on Sunday, 7 May 2023.

Last year, the IR-SIG canvassed Queensland Health RMO members on what issues they wanted ASMOFQ to raise, and with over 200 submissions, they were able to partner with ASMOFQ and deliver a strong message to Queensland Health for the need to modernise RMO working rights. The MOCA 6 package includes several important offers for RMOs and represents a step in the right direction.

Some of the key new areas covered in the MOCA 6 package include a pay rise of 4% this year, 4% next year, and 3% the year after. A cost of living allowance up to a maximum of 3% (depending on inflation) – on top of every years' pay rise, and backpay to last year, is also on offer.

Further new conditions include accounting for automatic overtime in certain circumstances, ensuring a mandated 10-hour break between shifts (as some HHS were exploiting an overtime loophole), a specific primary location work location - and travel assistance if you're seconded away from this primary location. The package also outlines time off post evenings or nights to combat roster fatigue, and steps to look at longer-term RMO contracts so registrars might not be required to complete the RMO campaign every year.

This is an important opportunity for RMOs to make their voices heard and to secure important improvements to their working conditions, and we would advise for a yes vote. We encourage all members to take the time to vote and to ensure their colleagues also vote. 

The IR-SIG will be putting together a package that helps RMOs easily understand more about their new and existing rights and easily access the new MOCA 6 in the coming months.

We will also continue to work with ASMOFQ to advocate for better conditions for rural and remote RMOs, better workplace compliance to the MOCA, and better workplace flexibility.

This represents a chance to make a real difference for RMOs across the board in Queensland Health, and we believe the MOCA 6 package represents a step in the right direction.
